I have ordered a new 2020 13 inch Macbook pro on 23 September, it is a custom order. The order processing started in the same evening. It's been 15 days now and order is still in Processing state. Is this normal or should I contact someone regarding this? The delivery date is 15 October - 22 October.

October 22 is a long way off. Your order will stay in "processing" status until the computer is off the assembly line and in shipping. My experience is that the computer will delivered within the window specified.
