After performing a new install on my Apple Watch the ecg app is no longer available. When I look at the health settings on the iPhone it says under uninstalled apps , ecg. I go to health then ecg settings and there is no setup feature for the ecg as everyone suggest. The reinstall took at least 2 hrs it updated the phone and watch so I know everything is updated . So don’t tell me that I have to remove and reinstall again

Try this;
On your phone go to: Settings/General/Reset/Reset All Settings.
This will erase your settings (without losing any data) and will allow you to re-setup the health app and re-enable the ecg app.
