One other possibility is if you have a company email address on your phone or if it is under a school or company device management program. Your employer/school can require periodic passcode changes.

I am going to apply my mind reading skills to work this afternoon. You stated that you did not attempt to change your passcode. Yet you are getting that request from your iPhone. That request (pop up) is legitimate. Somehow your iPhone got to this point without you input and therefore deggie stated that your screen digitizer is failing and entering ghost touches.

What you can do next is enter your current passcode and after that either change the passcode or choose to cancel the process. Keep an eye on the iPhone from that point on for ghost touches on your screen. Ghost Touches = When inputs are made on your screen without you touching it directly.
