That sounds like the digitizer is failing on your display. Click on the Contact Support link at the top right of this page to start the service process. That is a legitimate screen for changing the passcode.
I am going to apply my mind reading skills to work this afternoon. You stated that you did not attempt to change your passcode. Yet you are getting that request from your iPhone. That request (pop up) is legitimate. Somehow your iPhone got to this point without you input and therefore deggie stated that your screen digitizer is failing and entering ghost touches.
What you can do next is enter your current passcode and after that either change the passcode or choose to cancel the process. Keep an eye on the iPhone from that point on for ghost touches on your screen. Ghost Touches = When inputs are made on your screen without you touching it directly.

If you are trying to change your passcode it is legitimate.

It was unsolicited and called 911 and then inserted the most recent addition to Contacts into the Emergency Contact area and placed an emergency call to them.
No! I wouldn’t be asking this question in this forum if I was attempting to change my password.
