Screen Time Passcode Not Working

I tried to turn off screen time on my own device, and it kept saying I put in the wrong passcode, but I'm sure it is right. Then I clicked "Forgot Passcode?" and put in the correct Apple ID and password, but it is not working and just adds another failed attempt. I have tried to change my screen time passcode 17 times now. I am sure that I put in the correct information.

iPad Air 2, iPadOS 13
