Downloaded windows 10, downloaded windows support software to personal file in downloads, choose file, partitioned HD. When I go to install it says “can’t install the software because it’s not currently available from the software update server.”
is this a Mac problem or a me problem? What have I missed?

Apple uploads it's software to servers located in various data centers around the globe. The design allows clients (like you) to connect to the nearest (and fastest) servers available.
I suspect that the issues are related to non-US locations.
And I am Canadian. Is it worth a call to apple support then or do I have to wait it out for the fix?

CDN has nothing to do with being Canadian. CDN = Content Delivery Network.
