Apple Calendar Syncing Issues between "on my ipad" or "on my Mac" or "icloud"

Recently Calendar divided my calendars into categories: "On my iPad" or "On my Mac"

and "iCloud". The calendars "on my iPad" and "on my Mac" are not synced with "iCloud."

I've signed out of iCloud and signed back in with all devices (only 1 account), double checked that Calendar is set for iCloud backup, manually backed up to iCloud on all devices, reset network settings. I went to icloud.com and made test events to see if I could send and receive the test on all devices and it worked.

All I can think of is that I changed some of my calendar names and opted to merge two of my calendars (Ex. Instead of a calendar for mom and another for dad-- I merged them and called it parents)

Maybe this messed things up?

Does anyone know what causes this and how to fix it so that my calendars are synced via iCloud?

The Mac / iPhone and iPad will sync when signed in with same apple id and password on the same network , if you create a new calendar https://support.apple.com/guide/calendar/add-or-delete-calendars-icl1005/mac in Mac calendar application in " on my Mac section " it will be only created in the application and will not mirror if Apple ID is signed in at www.icloud.com that is server account .

You had created two calendars mom and dad and merged them and named as parents this has no connection with it .
