calendars not sharing correctly

We have two apple ids and simply want to share three calendars reliably. It all started (or got worse) with the purchase of a new mac1 MacBook air. The configuration is user1: iMac 27" 2019, iPhone 11 Pro, iPad air (3rd generation); user2: MacBook air (with mac chip), iPhone 11, iPad air (3rd generation). All have current OS updates.

The first problem noticed was that an item added by user1 was not on the calendar.app on the MacBook of user2. More research showed that events would disappear even though the calendar was shown and was checked. user2 IOS calendars were sporadic and would often be there in the evening and disappear in the morning,

There are three calendars we need to share between the users (user1 events, user2 events, joint events) We use no "local" calendars.

After much gnashing of teeth and tearing of hair, extended periods of time with Apple support, the item has not been resolved. User2 is ready to throw her new MacBook out and go back to pad and pencil.

After the last visit with support and having tried many iterations, I exported all calendar data on user2, deleted all calendars (save the one that you can't delete), did the same on user1, created three new calendars, imported the exported data into the proper new calendars, issued and accepted shared calendar invitations. Now everything works cleanly on user1, user2 gets occasional good updates when I quit calendar.app and start it again ... the same holds for user2 iCloud calendar.

Any suggestions? Or should I join her and go back to pad and pencil?

Nothing seems to work to get the calendars together. I think what is really needed is to "eliminate" the calendars from the "bad" user and just share the calendars from the "good user".

It seems that that is not an available feature.

It might also help to delete all the old, not repeating items on the calendars but this is not a feature either.

The problem seems to be related to one user-id. The calendars work fine on the other. It doesn't seem like such a big deal to have all the calendars defined on one user and share them with another -- that is all that is involved - 3 shared calendars. Even the calendar app and iCloud.com calendars do not match on that user.

Yes I did. On both users.

User 1 seemed to sync OK. User 2 also but when I shared the calendars on User 1 to User 2, I was right back to the inconsistency of before. Even waiting hours did not resolve it. User 1 has 3 calendars and User2 has 1.

A question: In step 2, item 3. "Go to system preferences>iCloud>Notes - uncheck that, and then check it again and it will ask to merge. This should force it to merge all the Calendars you have for the Mac. ". I followed the instruction and toggled Notes -- does that do something to calendars as well as Notes? Just seemed a little strange to the uneducated.
