Ipad or notebook for school

Can the Ipad pro 2020 run websites like mindtap blackboard or any other educational websites?

I am a student who wants to purchase this device for school to take my online classes but if the web can't support some websites it I don't want to waste my money .

so anyone with this device does it really act like a computer or should I buy or save money for a regular notebook ?
