Logic 10.5.1 won't let send program changes to an instrument even after all performance folders deleted in the channel strip settings. Note that prog change can be sent from an edited part but not directly from your external midi controller to the virtual instrument. I also deleted the preferences. Any Idea ? best

Definitely works here. Logic 10.4.4 (stable hardly any bugs) version!
Take a look in Project Settings/MIDI/Input Filter.... make sure PG isn't selected.
You don't have to delete anything.
You're certain the keyboard is transmitting on the correct channel, channel strip is set to the same channel. (shouldn't make any difference) what Instrument, is it MIDI channel specific?
Also, have you altered the Environment?

No alteration of environment, preferences reseted, all seems good.
actually logic acts exactly as if Settings/MIDI/Input Filter/program change was checked.
looks like a bug or corruption somewhere...any one experience this ?
Try is on a brand new project first.
If it's a confirmed bug (a second user posting same problem) report it using the link below.
There have been a couple of other users posting MIDI anomalies.
