Facial Recognition not working

I have an iPhone XS Max and my facial recognition suddenly stopped working. I went to reset Face ID and now it won’t work at all. Whenever I go to set up Face ID it keeps saying to move my phone higher/lower not matter how much I move it. I restarted my phone several times and all software is up to date. This is extremely frustrating! Please help!

As mentioned in Step 8, if this does not work, contact Apple Support. There is nothing else we as users can do.

Thanks for the advice. I have tried each of those things multiple times and none of it has worked. Any other suggestions would be greatly appreciated.
