I solved this and the inability to print by following these steps exactly:
Go to 123.hp.com
Do NOT put in your printer type, instead use the "My device is not listed" link. This takes you to a more generalized tool to download.
Click the Download button. The application "HP Easy Start" version 2.9.3 will download.
Open this app... do NOT go beyond the first screen. Instead, look under the HP Easy Start menu next to the Apple menu, and select and choose "Uninstall HP Software..."
This launches the Uninstaller. Click Continue. Then it takes quite a while to remove all HP files.
When it's done, there is a button to relaunch HP Easy Start, called "Set Up New Device". Click that.
This time "Agree" and hit the Continue button. Make sure of the listed things on the next screen and click Continue.
Select your printer (mine is a printer on the network, it just shows up by its name, e.g. "Anubis") and click Continue.
Click "Install" in the next panel. The 'essential' software is downloaded, and permission must be given to proceed with installing.
Installation seems to take a long time. When it is done click Continue.
At this point you can set up Status and Alerts. I don't know what happens if you do, I just skipped that step by clicking Continue.
In the next panel, click "Add Device..." button. That doesn't take long. Then click "Print Test Page".
If you are lucky like me that page prints. Click Continue. Next is to set up online access things. I didn't really want that, so when I clicked the "Continue Online..." button I did NOT click the "Register My Printer" button in the web page that opened. You might want to.
I confirmed that printing from an app actually works, and then restarting the computer did NOT result in the "damage" warning.
YAY.

Hi, thanks for update, will try this when I get up home. Is this a common issue? As I was thinking of uninstalling my printer Mac App Store software and installing HP own software for my HP Printer. My iMac(late 2014) MacOS and other software is on latest software versions.

You can obviously do that, but I don't think the HP software is the culprit. I updated (what I thought was) the Adobe Flash player yesterday, and have since had that problem. I think that instead I downloaded malware then.
I've been with Apple forever, and I have never had that problem.

OK... For the really OLD guy here, where in the Finder do I locate the 2 "Library" folders you mentioned? I tried searching for Library/LaunchAgents it but that returned no results. Thanks for your help - this popup is wearing me out...
When I looked in those folders, there are five files, 3 arrived on 19 October although I only got the pop up this morning.
com.google.keystone.agent.plist
com.google.keystone.xpcservice.plist
com.google.keystone.daemon.plist
This arrived in September:
com.adobe.fpsaud.plist
I know nothing of these thins so any help will be much appreciated.

I have this post popping up too now. It is making my Finder unusable as it comes up every 20 seconds. Initially, I clicked on "Show in Finder". I deleted the folder it took me to. Then I rebooted and can't print. So I put the file back in what I believe is the right place. I tried the steps above and deleted a couple of entries from LaunchAgents that were recent. I am not sure what a "suspicious" file looks like. I ran LaunchDaemons and deleted the most recent file. When I searched on ~Library/LaunchAgents it said no file found. I also deleted the most recent application (all dated the same day which was associated with google). Restarted. I also got a pop up in the last couple of days telling me to update my Adobe Flash and that it will be expiring soon and I stupidly updated on faith. Its not fixed and I can't print. Using Catalina 10.15.7 on MacBook Pro mid 2015. Not sure what else to do. Also to compound the problem, my 2 year extended warranty on the printer expired this week too. I am not sure that it is a co-incidence.

It’s a slight relief to find others experiencing the same problem, but still unable to find a fix! The Go…>Go to folder…> sequence says there are no folders listed as Library/LaunchAgent etc files. Help, please!
I not only got the "will damage" message, I can't print. The printer monitor says "Stopped - The file '/private/var/spool/cups/tmp/<long filename' could not be opened...
I tried uninstalling the HP printer, and reinstalling it, which did initiate replacement software download from Apple. Same problems though.
Nothing suspicious in "Library/LaunchDemons" (spelled "Library/LaunchDaemons" in my computer), "~Library/LaunchAgents", or Applications
In fact nothing with a date of today or yesterday.
Other options?
I tried these steps. The last thing I did before the message was 1) update Microsoft apps and 2) shut down and then start my computer.
The 2 new files in the Library/Launch etc folders were both microsoft update files. I put them in the trash, restarted, and still get the same HPDeviceMonitoring.framework message.

This morning about 11:00am PST I clicked on an email - Hire Right (HireRight is a company which performs background checks when you are newly hired). Once I clicked on the LogIn button on the email, this was when the message begin to pop-up - "HPDeviceMonitoring.framework" will damage your computer.
I when through the steps to eliminate the items in the Finder App. I restarted my computer, to no avail, the message continues to pop up after I click OK on this Pop-up!!
What do I do?
I recently backed up my computer, although I don't remember where to go on my computer to access my recent back-up.
What are your thoughts about this to remove this annoying pop-up?
I tried your solution and it didn't work. Things are in fact even worse, beacuse the meantime I can no longer print!!! Apple just circulated an update for HP Printers 5.1.: I installed it but it didn't solve the problem: I keep getting those messages and MOST IMPORTANTLY, I can no longer print! I run 10.15.7 on a 2019 MacBook Pro, and I have a HP COlor LaserJet CP 2025.
rkUpdate on problem. Followed the steps suggested via Finder. …> Go …etc. Tried to delete the “HPDeviceMonitoringFramewok. Now continuously get a pop up stating ”HPDevice.etc “ could not be moved to bin. Please move this item to the Bin manually. However, nothing visible to actually move to Bin, so pop up blight continues!! Any ideas how to fix this are welcome, particularly if they work!

I tried to print a page on an HP OfficeJet 6500 Wireless E709n. It failed to print, and the HP print manager had the message above. The printer worked yesterday. Support.hp.com mentions being "sure you have the latest Catalina version 10.15.3 installed."
App Store/Updates shows that 3 apps were auto-updated today. PhotoScape X Photo Editor, Fotor Photo Editor, and Kindle 1.30. When I opened Kindle, half of the books in the Library only had placekeeper text and could not be opened. Kindle 1.29.0 on my MacBook works as expected, and Kindle on iOS also works. I have not installed or manually updated any software recently, and the computer has not been re-started in days. Although I did access Amazon on Safari today, I do not have Amazon Music. VirusBarrier Scanner did not find any malware.

My printer is connected ti Tome Capsule via an Ethernet cable, and my Mac is connected to Time Capsule via wireless; in otehr words, my Mac is connected to the peinter via Time Capsule, and the printer's location is listed as: Time Capsule. But it worked for years with this configuration ...
