I solved this and the inability to print by following these steps exactly:
Go to 123.hp.com
Do NOT put in your printer type, instead use the "My device is not listed" link. This takes you to a more generalized tool to download.
Click the Download button. The application "HP Easy Start" version 2.9.3 will download.
Open this app... do NOT go beyond the first screen. Instead, look under the HP Easy Start menu next to the Apple menu, and select and choose "Uninstall HP Software..."
This launches the Uninstaller. Click Continue. Then it takes quite a while to remove all HP files.
When it's done, there is a button to relaunch HP Easy Start, called "Set Up New Device". Click that.
This time "Agree" and hit the Continue button. Make sure of the listed things on the next screen and click Continue.
Select your printer (mine is a printer on the network, it just shows up by its name, e.g. "Anubis") and click Continue.
Click "Install" in the next panel. The 'essential' software is downloaded, and permission must be given to proceed with installing.
Installation seems to take a long time. When it is done click Continue.
At this point you can set up Status and Alerts. I don't know what happens if you do, I just skipped that step by clicking Continue.
In the next panel, click "Add Device..." button. That doesn't take long. Then click "Print Test Page".
If you are lucky like me that page prints. Click Continue. Next is to set up online access things. I didn't really want that, so when I clicked the "Continue Online..." button I did NOT click the "Register My Printer" button in the web page that opened. You might want to.
I confirmed that printing from an app actually works, and then restarting the computer did NOT result in the "damage" warning.

Yes, but in my case the HP app says there are no drivers for my printer. Instead when I installed from Apple it said that there were some updates installed, so this may be the solution for those with old printers.
I have two Macs and two HP printers in different locations. The problem occurs only the newer set not the older set.
I have a HP LaserJetP1102w. It is so old that HP stopped updating its drivers years ago. My Mac now uses a generic driver. In the past this printer could operate wirelessly. I reconnected it by USB to the Mac years ago, and it still runs.
In contrast I have an HP MFP125nw. I have almost always used it wirelessly with the newer of my Macs. And it is that Mac that is giving me fits. I have no problem with the older Mac.
Has anyone tried to uninstall the HP Software?
Just guessing, but maybe you need to repeat the process while signed in as the other user.
That on the problem could go back to a September update. Today Apple updated my printer that I use with my iMac and the error message has disappeared the printer works but not well with my Gmail
HP Easy Start will work only if there are new drivers for newer printers. For thousands of older printers, the update broke the ability to use them.
Did not help. Certificate is not valid. HP will need to update the driver.
Chris, if you are talking about the HP Quick Start app, you have to look under the menu immediately after launching it. It dims if you do any action at all first.
Try restarting and click on the update if it shows
I neglected to mention that I followed the original instructions and went into the Library and deleted the HP Library and Launch agent and .plots files as well.

There is no driver for older HP-Printers on HP-Homepage.
