I solved this and the inability to print by following these steps exactly:

Go to 123.hp.com

Do NOT put in your printer type, instead use the "My device is not listed" link. This takes you to a more generalized tool to download.

Click the Download button. The application "HP Easy Start" version 2.9.3 will download.

Open this app... do NOT go beyond the first screen. Instead, look under the HP Easy Start menu next to the Apple menu, and select and choose "Uninstall HP Software..."

This launches the Uninstaller. Click Continue. Then it takes quite a while to remove all HP files.

When it's done, there is a button to relaunch HP Easy Start, called "Set Up New Device". Click that.

This time "Agree" and hit the Continue button. Make sure of the listed things on the next screen and click Continue.

Select your printer (mine is a printer on the network, it just shows up by its name, e.g. "Anubis") and click Continue.

Click "Install" in the next panel. The 'essential' software is downloaded, and permission must be given to proceed with installing.

Installation seems to take a long time. When it is done click Continue.

At this point you can set up Status and Alerts. I don't know what happens if you do, I just skipped that step by clicking Continue.

In the next panel, click "Add Device..." button. That doesn't take long. Then click "Print Test Page".

If you are lucky like me that page prints. Click Continue. Next is to set up online access things. I didn't really want that, so when I clicked the "Continue Online..." button I did NOT click the "Register My Printer" button in the web page that opened. You might want to.

I confirmed that printing from an app actually works, and then restarting the computer did NOT result in the "damage" warning.

YAY.

Worked on a Catalina iMac and a Mohave MacBook Air.

Ummm, no, my HP OfficeJet Pro 8610 printer has been working fine for many years. When I upgraded to Big Sur, this problem of all of these stupid messages started to pop up. The messages were from many many apps that had the sam problem complaining that some code would harm the computer, when in fact the only code that changed was the APPLE MacOS upgrade to Big Sur. HP may have a fix in the link you posted, but Apple caused the problem that some changes that are not backward compatible for quite a few other programs that run on the computer.

hi, I'm getting the exact same popup, I know its not malware. because its part of my printer software downloaded from Apple Mac store but apple not updated my software a few OS's ago and have Malwarebytes Premium installed for a few years now. I have not downloaded anything in past 24-48 hours. somehow I think its a MacOs compatibility issue apple will need to address

Nope, that's not it. I've already tested samples of the affected software against the rules in the latest XProtect rules. There's some kind of strange code signing certificate issue, where there's a difference in the validity of the certificates on different versions of macOS.

Hi tcmeyers. I followed your Oct. 23 2:25 PM message. When I got to "Select your printer" (mine is a wireless LaserJet Pro MFP M125nw on a wifi network), the message was "No devices have been found". I then went to "System Preferences", "Printers & Scanners", clicked + to add a printer, chose IP, entered the IP address (appears on the M125nw screen), chose the HP Jetdirect - Socket protocol, and added the printer. The printer showed up in my list of printers. I then tried to print a document using MS Word, and saw the following message in the Print Queue:

on opening the M125nw printer Print Queue. No joy. I removed the printer in Settings, Printers & Scanners, then added it back with the Internet Printing Protocol - IPP; same Print Queue message. I removed the printer again, and added it back with the "AirPrint" protocol. The same Print Queue message appeared. Interestingly, the com.hp.devicemonitor.plist file is no longer in ~/Library/LaunchAgents. Your "Uninstall" process seems to have removed it. I am out of time. Not sure how to get my HP LaserJet Pro MFP M125nw printer to print now. I am running macOS Catalina 10.15.7, now without the annoying continuous pop-ups.

I will bet that the purported Flash updater is completely unrelated to our present problem with HP frameworks. The unsolicited Flash updaters that I have seen carry a software that changes the search engine for Chrome. If you have Chrome, open it and see what it shows as the home page. If the home page shows "Google," then AFAIK you're OK. But, if the Chrome home page says "Search Mine," then you know what the Flash updater did.

There are instructions on the Web for removing Search Mine from Google. I have not saved any of the URLs, but they are easy enough to find.
