Not successful. Tried your suggestion last night and again this AM. Unable to install HP Easy Start. Get message "No devices found". Have also tried everything else, without success. I am running OS 10.15.6.

I had upgraded to HP Printing 5.1 before I used the technique TCMeyers recommended. Doing that upgrade alone did not resolve the problem. However, then following his steps resulted in resolution. No problems since.
It would appear you should do the HP update, then go back, uninstall all HP software using Easy Start (following TCMeyers steps), and then reinstall the essentials with Easy Start - that's the sequence that worked for me.

Followed the instructions under "Uninstall with the HP Uninstaller", but I had to do the manual removal portion
Rebooted - no more messages. Now I no longer have any HP software installed.
Went into System Preferences and re-added the HP printer back.
No more problems / messages. Can print.
As of Oct 24 2020 the software from HP has issues.
Tried installing the Easy Start and I started getting a pop-up with a different "will damage your computer"
I'm using Catalina 10.15.7 and got the same damage pop-up warning.
I hit show in finder and managed to move the HPDeviceMonitoring.Framework folder to the trash.
I emptied the trash, ran CleanMyMac (no malware found) and rebooted.
But then the HPUtility.app crashes. So I uninstalled the HPUtility.app and rebooted.
I checked printing with my HP 8725 Officejet and it was still printing successfully.
That got rid of the problem. But I never changed or updated any of my hp software and drivers.
This just happened out of the blue today (Oct 24, 2020). Hope Apple and HP Fix this before releasing Big Sur.
I did that and it removed the problem just fine. However I found when I tried to reinstall the HP driver software, a new version of this problem popped up. Not the same framework, but a slightly different one. The net result was the install failed and I had the Malware message again popping up on me. This time I hit the show in finder button message and deleted the whole framework. That shut down the message from popping up again. The issue of course is what to do about my printer and scanner. I hope HP puts out a fix for this soon.
Deleting the launch agent is only a temporary fix. I fixed two of my machines by deleting the HP files from the ~\Library folder where the device monitoring module is that you see the complaint about. I also deleted the printers. Then restarting. Magically, at that point Apple offers the 5.1 update for HP printers. I installed that and then downloaded new driver software for printing and scanning direct from the HP website. That took care of the problem completely each time.
I have this today ALSO! What is going on? I have a very strange thing happening for me. I was on this chain and took the advice of someone to go to the HP site and get the HP Easy Start. That app will not launch on my MAC with OS Catalina version 10.15.7. I don't want to mess around and just delete the files. According to the HP website to uninstall the other alternative is to go to FINDER and go to the HP folder. That was a strange discovery that the only HP folder I have is for HP Scan. I don't even have an HP Print Folder for my printer. I might have to call Apple Support tomorrow to figure this out. I hope they know about it at this point.
LindaLou63: in desperation, I also called Apple Support (via Chat) and they didn't seem to have the slightest idea of what is going on: they told me it was obviously an HP driver problem, they searched the HP website and suggested two HP websites that I already knew, and then told me that the best thing to do was to get in touch directly with HP support. I did so, again via chat, and there was a very long queue: I waited to connect with a technician for about one hour, and then gave up...
When I tried the HP Easy Start today, the install failed. It said that another one of the frameworks was Malware. I'm running a Mac Pro on Catalina 10.15.7. I know how to remove the offending piece of code that is claimed as Malware now. But there must be something I'm missing that is attempting to launch stuff that running in the processes that I can't see. I've cleared out everything in the ~/Library/LaunchAgents/ folder. Rebooted. But something is getting put into action on startup that I don't recognize. It would be nice to have a real solution to this so my printing and scanning will work again.
Just in case this has not been posted yet. The issue is not with your Mac, you are not at risk of malware, it’s a problem with a certificate that has been revoked or asked to be revoked between hop and Mac. This is not under our control apple and how need to sort it out the unofficial fix is to use AirPrint. Probably best. Each pop up offered a option to go to a location. I did and I deleted whatever came up. This cycled several times. Of course the printer stoped working.
I went to HP and downloaded and reinstalled the driver. During the installation I got a pop up said that the certificate expired. I had no real choice and had to keep plowing ahead. (Less than three cheers for HP for an expired certificate.)
Now no pop ups and the printer works. Not very elegant but I am back in business.
The exact same problem suddenly occurred for me 2 days ago... sudden loss of connectivity with my office printer (HPEnvy7640) and even worse, the frozen HPDeviceMonitoring.framework pop-up. So I read the solutions and prepared to use the method proposed by tcmeyers in this forum (so much gratitude for tcmeyers and Lindenbaum!) if Apple Support could not suggest a better alternative. After 15 minutes in chat with entry level Apple Support, a senior agent recommended the same solution as tcmeyers (but with a level detail clearly indicating purposeful evasiveness.) The first agent attempted to place blame directly on HP and said directly this is not an Apple problem. Although I don't have the evidence this is true, I'm skeptical due to the fact some OS aren't affected at all. Anyway, I have concluded that Apple Support wants nothing to do with providing a detailed solution for this problem and is referring everyone to HP. On a positive note, the senior advisor confirmed that their engineering department has found no risks with uninstalling device software and reinstalling. So I followed the method proposed by tcmeyers, uninstalled and reinstalled, restarted my computer and the test page was successful with my home printer (HPOfficeJetPro9020). My office printer (HPEnvy7540) has yet to be tested. That's for another day. :) Thanks to everyone for posting their comments and looking after each other... glad to be part of this global community.
I will bet that the purported Flash updater is completely unrelated to our present problem with HP frameworks. The unsolicited Flash updaters that I have seen carry a software that changes the search engine for Chrome. If you have Chrome, open it and see what it shows as the home page. If the home page shows "Google," then AFAIK you're OK. But, if the Chrome home page says "Search Mine," then you know what the Flash updater did.
There are instructions on the Web for removing Search Mine from Google. I have not saved any of the URLs, but they are easy enough to find.
Apple Support had me click on "show in Finder" on the pop up screen. You will then see in blue the file with the same name as appeared on the pop up screen. I simply trashed the file and restarted my computer. The pop up screen was gone!
