I solved this and the inability to print by following these steps exactly:
Go to 123.hp.com
Do NOT put in your printer type, instead use the "My device is not listed" link. This takes you to a more generalized tool to download.
Click the Download button. The application "HP Easy Start" version 2.9.3 will download.
Open this app... do NOT go beyond the first screen. Instead, look under the HP Easy Start menu next to the Apple menu, and select and choose "Uninstall HP Software..."
This launches the Uninstaller. Click Continue. Then it takes quite a while to remove all HP files.
When it's done, there is a button to relaunch HP Easy Start, called "Set Up New Device". Click that.
This time "Agree" and hit the Continue button. Make sure of the listed things on the next screen and click Continue.
Select your printer (mine is a printer on the network, it just shows up by its name, e.g. "Anubis") and click Continue.
Click "Install" in the next panel. The 'essential' software is downloaded, and permission must be given to proceed with installing.
Installation seems to take a long time. When it is done click Continue.
At this point you can set up Status and Alerts. I don't know what happens if you do, I just skipped that step by clicking Continue.
In the next panel, click "Add Device..." button. That doesn't take long. Then click "Print Test Page".
If you are lucky like me that page prints. Click Continue. Next is to set up online access things. I didn't really want that, so when I clicked the "Continue Online..." button I did NOT click the "Register My Printer" button in the web page that opened. You might want to.
I confirmed that printing from an app actually works, and then restarting the computer did NOT result in the "damage" warning.
YAY.
Worked on a Catalina iMac and a Mohave MacBook Air.
I went into Library and deleted everything HP off my computer and now it's gone. Fortunately, we don't need to print to the HP printers anymore on this computer, but unfortunate for those that do.
I did delete all the hpframework files, and the pop ups no longer pop up.

This page tells you how to fix the issue. I tried and it work on my iMac and MacBook
It's reported to be a certificate problem. I ran into this when I tried to print something to my HP printer for the first time in a while.
It's also affecting Amazon software:
Sorengo, I also tried the 5.1 update first, and though the warning went away printing wouldn’t work (the print monitor said the spool files couldn’t be opened).
I think the key thing might be the UNINSTALL first, using the HP tool I described.
So I had the same annoying pop-up. Couldn't get rid of it. Called Apple Care support (800-692-7753). Other's had reported same issue. Tech did screen share with me. We dragged to trash several HP files. That got rid of the pop-ups but now I am unable to print. We were unable to reinstall my HP printer (office jet 5470 series) software. Supposedly Mac should recognize the last printer used, but it didn't. We tried via the 123.hp.com website multiple attempts. Printer and laptop on same network. My laptop could not find my printer. (Never had this issue before, and I can still print from my iphone). Tried all the usual tricks, shutting down, unplugging, and restarting everything. Tech finally gave up and told me I needed to purchase a USB cable to connect to my printer. Three hours later, I am still trying to install software. When I googled the issue, Apple advises not to install printer software from HP, but to use their software, but this also failed. Via system preferences>Printers & Scanners, I manually added the printer's IP address. HP 5740 series came up, but when I clicked on 'Add', I get the message "inkjet1.driver will damage your computer". I am so sick of this. It's 1 AM. I'm going to bed. Maybe a miracle will occur overnight.
hailpointloma, are you certain you tried the *exact* procedure from tcmeyers? I tried this on two different Catalina machines using an HP 8600 Plus, and it worked on both of them: https://discussions.apple.com/thread/251948941?answerId=253720748022#253720748022
HP support has “way around” for this problem. I was on hold for over two hrs and the fix took a little over a 1/2 hr but the pop up is gone and the printer prints and copies. Fax doesn’t work but I don’t use it. The technician was very patient and professional. He had already done more than 100 fixes. You must first use their virtual chat to get a case number and then call them with the number provided Good luck
I had the same problem and tcmeyers´s solution completely solved my issue.
The only difference that I had following this steps was that my system was not allowing me to open the "HP Easy Start" software. It seems to be blocking the software as it had been classified as a "Malware". So, I tried to reboot my system into the "Safe Mode" (holding the shift key after rebooting the Mac) in order to run it. Once on Safe Mode, the system allowed me to open the "HP Easy Start" software and to follow the steps describes by tcmeyers.
Thanks a lot for your time posting this steps.
Be safe!
My computer showed an update, just a couple days after I had this pop up problem. It was for HP drivers only. Once I clicked to install it, my computer had no problems. I have not tried to print, so I guess I don't know for sure, but I think things are ok now.
I understand your frustration! One of the simplest ways is to delete all HP printers and then add a printer using settings on your mac. I can now print by using a USB cable but still can't print wirelessly. I don't know about anyone else but I won't be buying an HP printer in future.
Good luck
Apple are aware of this, this is due to something that HP did. If you need help contact HP rather than Apple, they will just recommend going to this support article: https://support.hp.com/us-en/document/c06960563.
Uninstalling and then reinstalling the HP drivers via the HP Easy Start software worked for me.
DON'T GO DELETING STUFF FROM YOU MAC WILLY-NILLY!
As previously mentioned I downloaded the HP Smart APP on my laptop and today I have no issues. Updates were done during the night and I am thinking they resolved it!
Try this solutions from HP Community. It worked for many.
