I solved this and the inability to print by following these steps exactly:
Go to 123.hp.com
Do NOT put in your printer type, instead use the "My device is not listed" link. This takes you to a more generalized tool to download.
Click the Download button. The application "HP Easy Start" version 2.9.3 will download.
Open this app... do NOT go beyond the first screen. Instead, look under the HP Easy Start menu next to the Apple menu, and select and choose "Uninstall HP Software..."
This launches the Uninstaller. Click Continue. Then it takes quite a while to remove all HP files.
When it's done, there is a button to relaunch HP Easy Start, called "Set Up New Device". Click that.
This time "Agree" and hit the Continue button. Make sure of the listed things on the next screen and click Continue.
Select your printer (mine is a printer on the network, it just shows up by its name, e.g. "Anubis") and click Continue.
Click "Install" in the next panel. The 'essential' software is downloaded, and permission must be given to proceed with installing.
Installation seems to take a long time. When it is done click Continue.
At this point you can set up Status and Alerts. I don't know what happens if you do, I just skipped that step by clicking Continue.
In the next panel, click "Add Device..." button. That doesn't take long. Then click "Print Test Page".
If you are lucky like me that page prints. Click Continue. Next is to set up online access things. I didn't really want that, so when I clicked the "Continue Online..." button I did NOT click the "Register My Printer" button in the web page that opened. You might want to.
I confirmed that printing from an app actually works, and then restarting the computer did NOT result in the "damage" warning.
YAY.

Ah, the blame Apple no matter what logic. No, Apple is not responsible for this issue, HP is and they have admitted it. It is the responsibility of manufacturers of third party hardware (printers, scanners, microphones, etc) to make sure their products work with Apple software. Apple doesn’t need to work with HP, HP has resolved the issue.
And a resolution for the issue has been available for days now. Apparently you have not bothered to read about it. HP has released new drivers that are available directly from HP or though the Software Update panel.
I didn't read through all 26 pages of this, but I solved my problem with this. After all these popups, I wasn't able to print. Finally, I went to Library/Printers and deleted the entire HP folder. Once I went to print again, Apple asked me to download printer software for the HP printer I'm using. I said yes, it downloaded and installed in less than a minute and I was able to print again.
Don't do what some of the others said- only because you don't necessarily know what those other files do. I sure don't. I did try what they said, to be honest. It didn't work, and I ended up returning those files back where they belonged, and not deleting them from my computer forever. I don't want to do something bad to my computer. Anyway, hope the above helps for those who are still dealing with this. I'm on Catalina- still deciding if I should do the update to Big Sur or not.
I have an old HP Laserjet 1012, MacOS Catalina and had the same issue. I contacted HP and they sent me this link. I first removed the printer in my preferences, downloaded the drivers files at the link provided, then installed the printer again. While I did get a pop up about legacy software that may not run in the future during the installation, everything seems to be working fine right now.

HP Drivers are expired or out of date. I got with Support and they had me the "HPDeviceMonitoring.framework" file and all associated files in that same file. Then go to the App Store and download the HP Smart app (or go directly to HP support). Once I downloaded the HP Smart app, I selected my printer. Everything worked after that and no pop up window.
I had to go to HP Support to download, the HP Smart app in the App Store was not working correctly at the time.
Check for updates. I noticed one was hanging around last night but didn’t install. When I went and looked at it lo and behold it’s an HP printer support update.
After over a year with having two HP printers in use, this morning, 10/23/2020 after startup of my Mac, I started getting this same pop-up. In searching for a cause, I saw where to look in the ~/Library/LaunchAgents folder and indeed this file was put there yesterday, 10/22/2020, at 10:00 AM: com.hp.devicemonitor.plist
I deleted this file from the ~/Library/LaunchAgents folder, which resolved the pop-up box from coming up, however now my HP Envy 7640 printer will not work. Our other HP printer does continue to work.
Hoping Apple will come up with suggestions on this.
Ugh. Perhaps direct connect by USB temporarily?
Or maybe use Printers & Scanners in System Preferences and the ➕ to add the printer through the Time Capsule. This should invoke the driver search, getting the components from Apple. Hopefully since all was uninstalled first, the fresh stuff might be good.

Don't erase the framework!!! It isn't a malware but part of the HP operation system. It's the last apple update (looks like the safari update to me) that has caused this irritating message to popup!!!
People that erased the framework, following the 'advice' experiencing loosing their connection with the printer.
It's Apple's fault and they have to solve it.
I had upgraded to HP Printing 5.1 before I used the technique TCMeyers recommended. Doing that upgrade alone did not resolve the problem. However, then following his steps resulted in resolution. No problems since.
It would appear you should do the HP update, then go back, uninstall all HP software using Easy Start (following TCMeyers steps), and then reinstall the essentials with Easy Start - that's the sequence that worked for me.

I first followed his second suggestion to "Uninstall HP Software ...", but this method failed on his step 4. with "No devices have been found".
His third suggestion "Edit: Systems administrators and those unable to use HP Easy Start can use HP Easy Admin to download the software pkg files directly." (HP Easy Admin is explained at https://support.hp.com/us-en/document/c06164609 )
worked for my setup of macOS Catalina 10.15.7 with HP LaserJet Pro MFP M125nw printer. HP_Easy_Admin.app downloaded the hp-printer-essentials_B-5_14_6.pkg . When run, this package seems to install updated printer drivers. The HP LaserJet Pro MFP M125nw printer is still not found by the "HP Easy Start.app" application, but I was able to go to System Preferences, Printers & Scanners, and add my LaserJet Pro MFP M125nw printer as an IP printer with the Internet Printing Protocol (IPP) protocol using the IP address appearing on my printer's screen. Back to work with a functioning printer :-).
Hopefully this approach also works for others.
Two more things (hdwhite1 adding to my post above):
1. my old wireless hp printer was not "AirPrint", but its wireless works fine using AirPrint, so you don't have to upgrade to a new AirPrint model of hp printer if you have an older wireless like my hp Color LaserJet M277dw.
2. Others have said, and my hp tech support person confirmed on 10/26/20, the issue is due to Apple revoking the certificate for hp drivers as of the latest OS update Catalina OS 10.15.7 (on about 10/23/20) and replacing that system with their own AirPrint driver that works with hp wireless printers.
Might need to restart before starting app.
If you already tried that, I think that a complete remove of HP folder in application then restart should do the job (don’t forget to empty your trash before restart)
It worked eventually - I found a screen hiding behind my browser screen which required further action, and my HP printer is now working fine without the warning pop-up. My other issue was that when trying to download the driver for my Samsung printer (after HP uninstalled it) it wasn't available for Mac OS 10.15, only up to 10.14. So I had to download it from an alternative site. Hopefully not a malicious one!!
This is odd. I decided to delete the folders that the HPDM.framework-is-malware dialog box recommended deleting. I pulled that box out of where I had hidden it. I clicked the OK button. The MacBook opened the folder where the supposed malware is. But at that point Easy Start responded. I ran Easy Start. It completed the run, and the errant dialog box has not re-appeared.
This morning an alert followed - a new release of the HP printer drivers came out that fixed this issue immediately on installation. I suspect a lot of people had this problem.
