Same issue today, October 23, 2020 on my HP 6940. A very old BUT super reliable printer.
It appears that Apple has revoked HPʻs certificate for this printer and others. My quick fix was to setup my current printer to run as a generic printer until HP can create new drivers that are certified. Kinda sucks because I can only print in B/W. At least I have that and feel somewhat secure that I donʻt have malware on my system.

It's reported to be a certificate problem. I ran into this when I tried to print something to my HP printer for the first time in a while.

P.S. to the full uninstall/install using HP Quick Start that I just described.
Now the Software Update reports that HP Printer Software Update 5.1 is available for my Mac. I have NOT tried this since I don't want it to quit working, way behind from not being able to print today.
I tried your solution and it didn't work. Things are in fact even worse, beacuse the meantime I can no longer print!!! Apple just circulated an update for HP Printers 5.1.: I installed it but it didn't solve the problem: I keep getting those messages and MOST IMPORTANTLY, I can no longer print! I run 10.15.7 on a 2019 MacBook Pro, and I have a HP COlor LaserJet CP 2025.

Same thing happened to me when I tried what Rolaa described.
Try what I described, it’s just a few posts prior to yours. It involves going to 123.hp.com as the first step, look for that post. It’s long and detailed.
rkUpdate on problem. Followed the steps suggested via Finder. …> Go …etc. Tried to delete the “HPDeviceMonitoringFramewok. Now continuously get a pop up stating ”HPDevice.etc “ could not be moved to bin. Please move this item to the Bin manually. However, nothing visible to actually move to Bin, so pop up blight continues!! Any ideas how to fix this are welcome, particularly if they work!
I could not use Finder to locate "Library/LaunchDemons" or "~Library/LaunchAgents" I had to go to the "Library" folder, where I found "LaunchDaemons" There was no more recent file than Oct. 13 and it was "com.microsoft.autoupdate.helper.plist"
In "Library/LaunchAgents" I found 2 HP files (plist) which were dated Oct. 22 and I deleted those.
I need to restart my laptop to see if that did anything. Meanwhile, I hope Apple will also do something!
The popup message appeared on my 2018 Mac mini.
Went to use/Library/LaunchAgents and deleted the file. Popups stopped. Printer also stopped.
Went to HP and dowloaded the latest driver and software. Used a USB cable, reinstalled software, driver was already up to date, re registered the printer. Popup popped up several times during the process. Clicked OK button on popup as many times as it appeared. Popups stopped. Rebooted. No popups.

Only the Mac mini had the popup message. The iMac did not have the popup message.
Thanks for the suggestion: I'll try it but before doing that I downloaded from Apple the new update for HP Printers 5.1. THe good news is that those nasty messages about malware have disappeared, and it also looks as if it will start printing insofar as when I hit "Print" the icon of my HP printer briefly pops up in the dock ... but only briefly, and it quickly disappears wihtout printing!
Sorengo, I also tried the 5.1 update first, and though the warning went away printing wouldn’t work (the print monitor said the spool files couldn’t be opened).
I think the key thing might be the UNINSTALL first, using the HP tool I described.
I followed your instructions, uninstall went OK, but when I reached the following stage:
Select your printer (mine is a printer on the network, it just shows up by its name, e.g. "Anubis") and click Continue.
I got the following message: no device has been found. Bizarre. My printer is connected ti Tome Capsule via an Ethernet cable, and my Mac is connected to Time Capsule via wireless; in otehr words, my Mac is connected to the peinter via Time Capsule, and the printer's location is listed as: Time Capsule. But it worked for years with this configuration ...
Ugh. Perhaps direct connect by USB temporarily?
Or maybe use Printers & Scanners in System Preferences and the ➕ to add the printer through the Time Capsule. This should invoke the driver search, getting the components from Apple. Hopefully since all was uninstalled first, the fresh stuff might be good.
Unfortunately the HP Easy Start procedure did not work for me because my software could not be located on the HP site. My guess is that my printer HP DeskJet 6940 is quite old (perhaps 15 years or so) but still works well (of course not after today). So I think HP has not updated the driver or may not update the driver. I am using a generic HP Deskjet driver that works minimally. Color but no additional features. Weʻll see what happens on HPʻs end. 😬

It should be ~/Lib... etc. Don’t forget the slash after the ~
BUT lots of people have had incomplete results with the method you are trying.
Take a look at mine I’ve described above, that uses the official HP uninstaller.
I'm retired after 32 years in IT and I have no idea why the following corrected the issue for me:
After deleting the com.hp.devicemonitor.plist file from the ~/Library/LaunchAgents folder and moved it to trash (from the initial reported issue):
I went to "System Preferences" (on Macbook Pro) and selected "Printers/Scanners".
I highlighted my printer (one of two) that was broken from this issue, and clicked the "-" to remove it from the list.
I tried to manually add it back, but got a message saying "Error - cannot communicate with this printer at this time".
I launched a Microsoft Word document, clicked "File", "Print" and the printer dialogue box came up.
The printer I was having issues with was still in the list of "available" printers, so I chose it.
I successfully printed to the previously broken printer.
I went back to "System Preferences", "Printers/Scanners", and my previously broken printer I had removed was back in the list of available printers.
Someone smarter than me will have to explain why this worked.
