I solved this and the inability to print by following these steps exactly:

Go to 123.hp.com

Do NOT put in your printer type, instead use the "My device is not listed" link. This takes you to a more generalized tool to download.

Click the Download button. The application "HP Easy Start" version 2.9.3 will download.

Open this app... do NOT go beyond the first screen. Instead, look under the HP Easy Start menu next to the Apple menu, and select and choose "Uninstall HP Software..."

This launches the Uninstaller. Click Continue. Then it takes quite a while to remove all HP files.

When it's done, there is a button to relaunch HP Easy Start, called "Set Up New Device". Click that.

This time "Agree" and hit the Continue button. Make sure of the listed things on the next screen and click Continue.

Select your printer (mine is a printer on the network, it just shows up by its name, e.g. "Anubis") and click Continue.

Click "Install" in the next panel. The 'essential' software is downloaded, and permission must be given to proceed with installing.

Installation seems to take a long time. When it is done click Continue.

At this point you can set up Status and Alerts. I don't know what happens if you do, I just skipped that step by clicking Continue.

In the next panel, click "Add Device..." button. That doesn't take long. Then click "Print Test Page".

If you are lucky like me that page prints. Click Continue. Next is to set up online access things. I didn't really want that, so when I clicked the "Continue Online..." button I did NOT click the "Register My Printer" button in the web page that opened. You might want to.

I confirmed that printing from an app actually works, and then restarting the computer did NOT result in the "damage" warning.

YAY.

Worked on a Catalina iMac and a Mohave MacBook Air.

To be more clear, this is how I got rid of the pop-up box, however, it didn't resolve my ability to print to my HP Envy 7640 printer. But I can still print to my HP Officejet Pro 9025.

Open Finder, click "Go" from the top menu bar, click "Go to Folder" and enter these respectively in the search box:

~/Library/LaunchAgents

Look for file com.hp.devicemonitor.plist

Open Finder, click "Go" from the top menu bar, click "Go to Folder" and enter these respectively in the search box:

Open Finder, click "Go" from the top menu bar, click "Go to Folder" and enter these respectively in the search box:

/Library/LaunchDaemons

Look for file com.hp.devicemonitor.plist

Wherever this file exists, you might try deleting from the location found to see if it gets rid of the annoying popup box. It did for me, but again, I cannot print to the HP Envy 7640.

Same issue today, October 23, 2020 on my HP 6940. A very old BUT super reliable printer.

It appears that Apple has revoked HPʻs certificate for this printer and others. My quick fix was to setup my current printer to run as a generic printer until HP can create new drivers that are certified. Kinda sucks because I can only print in B/W. At least I have that and feel somewhat secure that I donʻt have malware on my system.

Catalina 15.7

Installing the most recent version of Amazon Music and just re-naming "HP Device Monitoring.framework" and then rebooting seemed to fix the prompt issue for me for the time being. Since a rename works, I am assuming that this is triggered and re-triggered because something is trying to load that framework and Apple is blocking it over and over again.

Obviously it may have broken some functionality in my print driver, but I don't need it at the moment. Might try and see if just installing a recent HP print driver for something might update it.

I'm using Catalina 10.15.7 and got the same damage pop-up warning.

I hit show in finder and managed to move the HPDeviceMonitoring.Framework folder to the trash.

I emptied the trash, ran CleanMyMac (no malware found) and rebooted.

But then the HPUtility.app crashes. So I uninstalled the HPUtility.app and rebooted.

I checked printing with my HP 8725 Officejet and it was still printing successfully.

That got rid of the problem. But I never changed or updated any of my hp software and drivers.

This just happened out of the blue today (Oct 24, 2020). Hope Apple and HP Fix this before releasing Big Sur.

Each pop up offered a option to go to a location. I did and I deleted whatever came up. This cycled several times. Of course the printer stoped working.

I went to HP and downloaded and reinstalled the driver. During the installation I got a pop up said that the certificate expired. I had no real choice and had to keep plowing ahead. (Less than three cheers for HP for an expired certificate.)

Now no pop ups and the printer works. Not very elegant but I am back in business.

I have stopped the annoying pop up but haven't yet tried to print. So this fix might have consequences that I have not found yet. I am no IT expert so treat with care. But at least i can use my iMac again.

I am using macOPS Catalina 10.15.7

  1. Within System Preferences I deleted all printers
  2. I deleted all sub folders that referred to HP at

Library/Frameworks/Printers/HP/Framworks/ xxx where xxx is every HP sub folder

3 Probably best to save elsewhere on a USB stick or external drive the deleted HP sub folders in case there is a

need to reinstall them, especially if there is a proper fix issued

This just popped up for me today. I just updated to the latest version of Catalina, searched for HPDeviceMonitoring.framework in the finder, deleted it from my computer and I no longer receive the message and printing still works as usual. I'm no IT person by any stretch and I can't tell you if it will appear again but so far so good. I'll let you know if anything changes.

I was getting the same popup message too, and it was so annoying. I resolved the problem on my iMac by following the instructions on this page: https://mrmacintosh.com/hp-printer-driver-certificate-issue-driver-will-damage-your-computer/

Scroll down to this part: 9. Workarounds / Fixes

Starting with #3 and following those steps, I no longer get the popup.

Give it a try.

You can delete the specified HP Framework file and still print - but you may find your scanner doesn't work anymore. As of today on Big Sur (MacOS 11.0.1) the scanner software is still broken. I've downloaded the latest HP software for MacOS (support.hp.com - then search for your printer model) and the scanner software is still broken - with the above listed error.

Nothing to do but wait wait wait for HP to re-register it's software with apple or update the misbehaving HP framework software architecture so it's compatible with MacOS 11.x (Big Sur).

For the record - the HP software - both printer and scanner software - worked on MacOS 10.14.x Catalina.
