Isn't it Apple's responsibility to work with HP to figure out what the source of this annoyance is and then fix it? If so, why hasn't Apple's tech staff acknowledged the issue and assured customers that it is working to resolve it?
This is odd. I decided to delete the folders that the HPDM.framework-is-malware dialog box recommended deleting. I pulled that box out of where I had hidden it. I clicked the OK button. The MacBook opened the folder where the supposed malware is. But at that point Easy Start responded. I ran Easy Start. It completed the run, and the errant dialog box has not re-appeared.

Ah, the blame Apple no matter what logic. No, Apple is not responsible for this issue, HP is and they have admitted it. It is the responsibility of manufacturers of third party hardware (printers, scanners, microphones, etc) to make sure their products work with Apple software. Apple doesn’t need to work with HP, HP has resolved the issue.
And a resolution for the issue has been available for days now. Apparently you have not bothered to read about it. HP has released new drivers that are available directly from HP or though the Software Update panel.
This did not work at all. You have no business instructing people to remove who knows what from their systems when it doesn't even work. Now my printer software is messed up. I can't put it back from the trash bin, and who knows what I did.
I have two screaming kids and a useless printer now. Keep your advice to yourself.
really it seems somewhat unlikely that you could remove printer software and still have your printer work. more likely is you run the HP installer 5.1 and it removes the hold software for you and installs the newer version. I'm not highly technical but that makes sense to me as a regular user.

Then you need to hire someone who knows what they are doing to restore your printing if you can’t.
First, this person showed how he/she removed the warning box so he could continue working *for him/her.* At that time the inability to not use HP printers was not an issue. And besides, he showed you the path where they belong. Just put them back. And this is HP's problem so why don't you contact HP to sort it out?? You're not paying Rolaa for advice, are you? So next time, I'd advise you to read the *entire* thread before you take your anger out on anybody.
What, now we're supposed to put an "at your own risk" on each of our issue resolution posts? On any community site where people are trying to make helpful suggestions on how to resolve an issue, you need to use your own judgement on if the resolution might apply to you.
Yes, the issue is/was a frustrating one, but it seems a bit harsh to rag on someone who suggested what worked for them, happened not to work for someone else.
Here is what worked for me. I found it by happenstance. I downloaded HP Easy Start. It did not work. I left it on my Desktop. I went to the troublesome HDPM.framework dialog box and clicked the "OK" button. The folder with the HP folders opened. At that point HP Easy Start opened. I ran HP Easy Start. The problem went away.

Solutions to this problem, caused by HP not Apple, are posted all over these forums. Do some reading to find out how to fix this. You need to download and install new HP printer drivers. Catalina 10.1.5.7 has nothing to do with this. HP canceled, in error, their security certificates around the same time as the Catalina release. Sheer coincidence.
I have followed the suggestions from more than one source here (see a.o. message from RFQueiros), to download the latest HP driver 5.1 set and install it.
After that everything was fine: no more 'damage' messages.
Before that, I had followed tpmeyers' suggestion, which solved the printing problem (printing did go back to work) but still did generate one 'damage' message each time I wanted to print; I then hit OK, without deleting any software., and printing would start.
But now, after the HP package install, no more messages and all is OK.
I have a Macbook Pro 2017 with Catalina 10.15.7.
That's frustrating isn't it? Same functions were performed here and same Pop Ups that you experienced kept happening. Finally the HP Officejet Pro 8600 is printing and scanning via AirPrint and Bonjour. My solution is as follows:
The printer is no longer set up with a USB Cord. Within the System Preferences Panel I deleted all printers after reinstalling the downloadable HP printer software Then added the HP Officejet Pro 8600 as a new printer which had the Bonjour Setting and chose the AirPrint option. Printing and scanning has worked since November 2 via AirPrint. That being said. I usually like to have one printer that is hard wired, just in case the internet is down. During this process, I was notified that HP does not support USB or Ethernet cords for this printer any longer. Anyway, after much frustration, I'm just glad to be working again. Even if it is AirPrint. Hope this was helpful.
Seems like things a bit more complex for some users. I also received that message repeatedly today after restarting MacBook Pro 2016 OS 10.15.7.
I used a file finder application ( Find Any File) and could only find one copy of the troublesome folder "HPDeviceMonitoring.framework".
For convenience I restate the folder can be located by following this pathway HD>Library>Printers>hp>Frameworks.
I then removed the folder and backed it up onto an external device in case its removal broke HP app.
I have had no issues since removing that folder, HP printer is working well, as before, with no problems.
I will consider a remove and reinstall of software if any problems do arise in the future, thanks for the information.
Also, appreciate warnings about fake malware sites, they certainly did pop up when I started looking into the repeated warning of damaging the computer notification.
