icloud sign in issues

I am trying to sign into my icloud and submitted my apple ID and password, it then asks me to submit the verification code that you get from your other devices. For some reason, I am not getting the verification code from my other devices. What should I do? I go into my apple ID account and I do not see any devices on my account. How can I add devices? According to the introductions is suggests when using Yosemite you sign into icloud which I cannot do because it cannot send a verification code to an approved device. Any suggestions?

And add trusted numbers in the account if Mac is used .

From Mac itself , open system preferences > Apple ID icon > under name , phone , email these can be edited , click on it click on plus sign add a new trusted number first , a code will appear on it , verify it see the article https://support.apple.com/en-in/guide/mac-help/mchlfee1ae3a/mac
