WhatsApp Media not restored from iCloud backup

iPhone X iOS 14.1 256gb 150GB free on iPhone, 200GB iCloud storage, 162gb used (mostly photos).

erased and reset iphone

restored from iCloud backup.

whatsapp was restored, but all media(photos and videos) were not restored to the iPhone, only the chats.

i have ~14gb of media that is not accessible now and was not restored.

tried to log out from iCloud restart iPhone and re login to restore again, and it did not help.

deleted Whatsaap app, reinstalled it and initiated chat restore, every chat was restored, but zero media was restored, waited few hours for the media, but nothing happened!

I have done everything I should do to backup my data on the cloud, but now I have it and can not use it, or restore it properly.

iCloud Drive is enabled.
