It’s been happening a lot lately. I sometimes open my phone and the screen is randomly more dim than usual. I check the brightness level and it’s the same as I always use but when I bring the brightness up, it’s almost as if the whole brightness has shifted down. I have to lock my iPhone and reopen it again just for the screen to go back to normal brightness. And no, this is not an issue with auto brightness

Try and Force Restart your iPhone EXACTLY as shown below and see whether that resolves the issue:

The only temporary solution at the moment seems to be to turn off true tone.
You can do so by going to settings > display & brightness where you can turn off true tone.
I must stress that this is not really a solution and merely a temporary work around, so it would be appreciated if someone from apple could acknowledge this as a known issue and confirm that the issue will be addressed.
Same issue here. Random times when I unlock my XR it’s a lot dimmer than usual. Increasing the brightness to maximum will not result in the same brightness as usual.
Only fix is to lock/unlock the device.

I have the same thing and its happening more often!
The same thing has started happening with my iPhone XS in the last couple of weeks.
My handset is around 27 months old, and had never exhibited this behaviour before.

I have just started to experience the same issue. The forced restart did not help: the screen has dimmed to about half-brightness at best and is difficult to read clearly indoors during the daytime.
This answer didn’t help. I tried it a few times. Any other solutions?
I have had the same thing happen multiple times. Screen is noticeably dimmer on unlock. Adjusting brightness does nothing. Locking and unlocking phone fixes it temporarily.
Doing a force restart does not fix the issue.
