Can't add the first card to Apple Pay because the maximum limit (0) is exceeded.

When I try to add card via pressing + or Add buttons in the Wallet, the message appears immediately:


Unable to Add Another Card
You have added the maximum of 0 cards for Apple Pay. You can remove one of your current cards to add a new one.


iOS: 14.1 (18A8395)


Tried different actions to resolve the issue, but they didn't help:


  1. Sign out and the sign in.
  2. Sign out, reboot and sign in.
  3. Sign in with another Apple ID.
  4. Change of the region and language.
  5. Reset of the settings on the iPhone.


These lines are in the console logs while this happening:
