Hi, i’m asking a question regarding the icloud storage. Why is it that both me and my sibling have the same amount of icloud storage but her storage bar is empty while mine is full? Even thought she has 5000+ photos/videos and i have only 1000, why is mine full but hers isn’t?

Try Clearing "Other" Storage:
"Other" is all "junk" (as we'd commonly say) from installed apps (i.e. caches). So, to fix this, first backup* your iPad and then restore** it from the backup. See where things go from there.
