How do I require Face ID or a password before an app can be re-downloaded?

Hello,

In the app store there are cloud icons with an arrow pointing down. It looks like they are an app that isn't currently on my phone, but I can be re-download them if I want.

So my kids have figured out they can re-download these apps without a password or using Face ID. I log into the phone for them so they can use the allowed apps. How do I require Face ID or a password before an app can be re-downloaded? My phone software is IOS 14.
