I have two ipads
on my main iPad I get a download speed of 100mb through my virgin service However using my iPad mini 3 I can only get 34.9mb. The upload speeds are the same. I have the latest version of the apple software iOS 12.4.9. I have rebooted the router but it made no change. I have hard booted the iPad mini but still no change. Is there anything else I can try please.

The 2 iPads are not the same, newer iPad is faster.
Check at your router how the iPads are connected.
Note: I am not using Virgin Media HUB3 so I cannot tell you where to look, see the manual.
Sorry but there is no iOS 12.4.9 for iPad 3rd generation.
Are both iPads connected using 802.11n, 5GHz?

iPad 2 is connected to a Virgin Media HUB3
Virgin plan is for 100 Mbps
Speed Test shows Download at 27.8 Mbps and upload 9.86 Mbps
My question is
Why am I only getting a download speed of 27.8 Mbps
when on my other iPad which is 6th generation model MR7F2B/A I am getting just over 100 Mbps.
Tests taken at the same time so should be the same through the same Virgin HUB 3.
Any help would be appreciated

Check Settings > General > About > Software Version > ?
See your router gateway for devices that connects using the 2.4 GHz or 5GHz
Check your router info.
