It's Nov 2020 and this widget is not working for me in Mojave. It just says Validating ... perpetually.

Yes and it will continue to do so, it will not come back.
Some widgets will work in Mojave but for most the support has gone.
macOS Catalina, macOS Big Sur and any macOS's to follow do not run widgets.
You would be better off using the Weather in Notifications.
