Unable to change cities in World Clock widget Big Sur
Maybe I'm missing something, but I don't see how you add or remove cities in the World Clock widget in Big Sur.

TO CHANGE THE WORLD CLOCK TIMES ON YOUR BIG SUR WIDGET:
1) Two-finger-click on widget.
2) Choose 'Edit Clock'
3) Click directly on the name of a city you want to replace.
4) Type in the text box the name of the city you want displayed on your widget.
5) Click on the city you want when it appears.

I just installed Big Sur. Same problem...I thought. It just works differently. When you are in edit widget mode, "control-click" the name of the city and the drop-down appears. Not as well organized as it used in terms of same name cities in different countries, but I had success. If you want more than 2-4 cities, you add more "world clock" widgets and then configure the names of the citeis the same way as before. the new widget just stacks underneath the first one. I ilked the way I had it before with around 10 cities running horizontal and then another row underneath. I assume some programmer that likes things the way they like it did it this way now.
Fixed it!
The World Clock widget is set to have four and only four cities. You can't add or subtract clocks, but you can change the cities.
However! There's a Clock widget which has just one clock. You can add it to your Notification Center. Heck! You can add two!
This is what I did to solve the problem. Two bigger clocks, rather than one four-tiny-clock scenario.
And it works fantastically!

you'll need to go to the end of the Widgets board, and chose " edit widgets"
Afterwards you'll go to the widget with the world clock, and make two fingers click, and chose "Edit clock" and then with double taps you'll be able to open every City that you already have there and chose from the list the city you want. I hope I explained the clear( my Mac is in German language 🙈) and English is a foreign language for me.

I am so unworthy. Your second (or more) language is more than acceptable. I know how to swear in several languages, but that will only get me into jail.
I have sorted out the problem. it was not as straightforward as it used to be, but it is within tolerance.
Not one of the solutions provided worked for me. I'm on Big Sur 11.6 and neither City clock nor World clock are editable. I two-finger-click on either widget and click on Edit clock. The widget turns and shows the cities in use. When I click on a city nothing happens. The widget becomes unclickable and the Done button in the upper right corner doesn't work either. I have to click outside of the widget to restore. Is this some kind of bug?
When I am in the Edit portion of the world clock, I have the option to rearrange the four default cities, but not delete or add
FWIW, you cannot add or delete cities, only change which of four cities you wish to display.

Tried that. Clicking on any of the cities does nothing for me.

Same problem happening for me as OP - unable to change any of the cities with no click through options.
Solved! Just add the widget again...
Double click on the city and the list will pop up. It was hard for me too.
Open Notification Center, click Edit Widgets at the bottom of the window, click on the World Clock, click on any one of the cities in the list.
