Unable to turn on iCloud Drive on iPhone and iPad

I'm unable to enable iCloud Drive on my iPhone X (iOS 14.2). When I select Settings -> Apple ID -> iCloud, and toggle iCloud Drive on, it asks me to "Upgrade to iCloud Drive". It won’t respond to the Cancel or Upgrade option. After returning to iCloud menu, the "iCloud Drive" setting is turned on, but when I close the Settings app and come back to it, the setting is back off again. Same issue occurred to my other devices too. I’ve tried logging out of Apple ID, it didn’t help.
