Is it normal for the GPU to run continuously at 90 to 100% continuously in a 2019 MacBook Pro?

Check the GPU tab in Activity Monitor for apps using the GPU. You'll likely see only the GPUs. Extend the list using the tiny arrow on the AMD GPU and you should see the application using ~90% of your GPU. If you don't see any app using that much, extend the list for you integrated Intel GPU.

The Activity Monitor does not have a "GPU" tab. Are you referring to the iStats Menu application? If you can provide screenshots that would be helpful.

It looks like it's the window server. When the machine is idle, the GPU usage dips down to 15% to 10% - which makes sense.
It appears that the GPU is simply incapable of reclaiming used memory.
Right click on one of the headers and you should see a menu like this:
Click on "% GPU" if it's not already ticked and then sort according to it. That way you should see the process stressing your GPU.
