Can I use an iPad Mini 4 as a home hub?

Apple HomePod is not yet available in Italy but I would like to set up a home hub.

Right now, I favor using a connected iPad over an AppleTV since I would be able to use the iPad as a monitor for my CCTV system, as well.

Before buying a dedicated iPad, I would like to know if the iPad Mini 4 can be used as a home hub

See Set up your HomePod, HomePod mini, Apple TV, or iPad as a home hub - Apple Support. I don't see specifics as to which models of iPad can be used but anything that can run the current iPadOS should be OK. That said the advantage of using HomePod or AppleTV as the home hub are that these devices are designed to be always powered up, whereas an iPad isn't.
