Wifi text messages to non apple devices

Hello. I’m unable to send text messages to non apple phones via wifi. It says not delivered. But when I send to apple phones it says delivered. Any help to solve this. Thanks

You can't.

SMS uses Voice Protocol over cellular network

iMessages uses internet protocol hence it will be sent through internet over WiFi and Cellular data. iMessage will be sent as SMS if you do not have internet over WiFi and No cellular data. It will use voice protocol to send SMS.
