There have been issues with PayPal payments for content from Apple in the past. In most cases, verifying the Paypal account solved the issue. Maybe you should contact Apple Support about that directly about that, only they can look into your personal settings, to find the reason for that.

Are you sure, that this mail has been sent by Apple?

Did you check, of your payment details are still correct and complete?

Did you receive the photo?
When I checked on my phone it had gone back to card details so I changed it back to PayPal for the way of payment goes out then I had a receipt off PayPal saying the payment had gone through
