I have an iPhone 6s Plus that is stuck on iOS 12. If I back everything up and transfer it to my new iPhone XR would that make my XR also stuck on iOS 12?

You probably have an iPhone 6 Plus and not an iPhone 6s Plus. I say that because you posted that your iPhone 6 is stuck on iOS 12. But, it doesn't matter. The answer to your question is a NO. You can update your iPhone XR to iOS 14 at any time.
