Pop up screens

On an iPad Pro, when searching or choosing an option in a program, a full screen pops up, with an explanation related to the next screen. The problem is that all (I think) pop ups have been blocked in Settings. There seems to be no way to move on to the next screen. Can anyone help?

Blocking pop ups is only a feature for Safari. Whatever apps you are running might require pop up Windows in order to have full functionality.
