Finance Options Unavailable on Military/Veterans Website

I am trying to purchase a new Macbook Pro, however when I try to checkout it won't give me the option to finance using my apple card. I have tried to purchase from apple.com using Chrome and Safari. I also tried to use Safari on my iPhone, but that didn't work either. I then tried the Apple Store app on my iphone...I actually got that to work, but I cant access the Military or Education stores on the Apple Store app. Can someone help me please? I bought a Apple watch a couple months ago and it charged my card in full, then I had to send the watch back & then buy a new one in order to be given the military discount. This has been a nightmare and I'd really appreciate apple fixing the problem. I have been reading online and I clearly am not the only person that has had this issue. Thanks for your time.
