Restore deleted backup

I have accidently deleted notes from my icloud backup and then backup new data over it. How can i restore my old deleted notes from previous backup

Were the notes stored in iCloud or solely on-device?

Yes i had a backup of it in icloud Which i accidentally deleted and then taken a backup again so there were no notes in iphone
