Yes. A phone with a flat battery can't do anything. Most chargeable devices come with some charge, though usually ponly a partial one, and that might well work - but you don't want the phone to conk out part way through the process so it's best to have a full charge before you do anything. (You should however be able to work while it's being charged.)
