Logging into iCloud after factory reset.

I reset my iPhone 7 to factory settings after backing my data up onto my iCloud. However now when I try and log in and receive all of my apps data, it just sits and and loads while telling me it will be a few minutes. I let this sit for hours. After this, I decided to go another route. I logged onto the iPhone without using using my backed data or iCloud. I then tried to log into my iCloud through settings. After I entered my Apple ID and password it starts to load for a few minutes, but it then lets me know "the connection to iCloud timed out". Please, help me out, this has been a problem for 2 days now.
