The USB-C ports will function for both Thunderbolt and
USB (with proper adapter if needed). So the answer is
yes. Personally, I am using a Belkin USB-C dock with
my new MacBook Air.
Actually, with the right USB cable/adapter you can use
any USB hub as the USB standard is backward compatible.

Not on my new M1 chip Mac. The whole system goes bizarre as soon as I plug it in. It is designed for the pre-M1 Mac and seems not to be backward compatible. There may be a software update to address this in the pipeline, but for now, Apple tech told me to forget it. Interesting. I presume someone is working on this.
Is this a self powered hub or bus powered hub?
What all is connected to this hub? Perhaps it is
one of the devices and not the hub itself?
Have you tried this USB hub on a different computer?
Perhaps you simply have a faulty hub.
Also, is this a "notebook hub" where the computer connection
is also a power delivery port? This may be an issue.
Also, why not just use the standard USB ports for a USB hub
connection?
Also, not all USB hubs are created equal. In all the years I have
been using USB hubs, I have bought some hubs that were just
plain bad in terms of working with different computers.
Thanks for the thoughts. What I did was to go and buy a new hub designed (supposedly ) for the last iteration of the Mini. Since my old Mini did not have a Thunderbolt port, I wanted to try it. I didn't particularly need it. For the time being I am using the old hub off of an USB-A port. Works fine. I'll keep my eyes open to see if there is anything I can use the Thunderbolt for.
