I have brought an iPad app and want to use it on my M1 Mac mini. I can see it on the Mac App Store on the M1 under the “iPhone and iPad app” tab. However, it shows a button with a price, instead of the download icon. Does it mean that I need to pay the iPad app again in order to use it on my M1?
I assume that I pay once and can use it on iPhone, iPad and Apple Silicon Macs. Is my assumption wrong?

Once for an iOS/iPadOS app. Once for a Mac version of the app.
A Mac app is coded different and maybe have different or other features from an iOS/iPadOS version of an app, which is, also, coded different and may or may not have same or different features.
Mac apps are coded different from iOS/iPadOS apps and are coded to be used with much different devices.
It has nothing to do with the fact all of Apple's devices are all using Apple's custom CPU chips now.
iOS is different from macOS.
