Is it hacking or please explain

I have contacted apple support and the kind lady listened to my issues that happened over the past 3 months and sent a request for tech department to contact me and still have not heard any response:

Kindly confirm if the following is indeed hacking? I do know exactly the person who it could be, I just can't stop him. Even filed police report, but due to him not stopping after 3 months and the damage he has caused, I would like Apple to find the evidence that it was him so that I can take this further and make him STOP. This has cost a lot of stress for me and my entire family.

It started in middle August on my iPhone and eventually on my MacBook Air (second hand one I bought). A lot of things happened by realised in beginning he used an email account of mine and I fell for his bait on an email (phishing I think its called?). My brother who also helped said he used some apps also to get into my phone.

After cleaning and deleting entire devices, he still managed to get his way through. I urgently need your help as this is causing a lot of stress and I lost a job due to my work not being done due to devices continuously being reset or contact number change, email change etc.

I would kindly like your assistance to assist in evidence and kindly follow through and not for me to wait another few weeks later for another response.

I have deleted many apps and a lot of weird things happened and I have reset my iPhone and MacBook Air numerous times. As I am still waiting for tech dept. from Apple Support I contacted a few weeks ago and still no response nor reply.

I have hundreds of screenshots and a few videos of all the weird and odd things that happened on my devices so that you can view and confirm if it is normal or remote access on devices.

Lastly but seriously, my WhatsApp I deleted because some days when I make a WhatsApp call or if I send a voice note. Directly after either of the two, my status bar goes red for a few seconds as if it was recording. Some days it didn't happen. I deleted because it is a third party app, and downloaded Telegram the other day. And about a day and half later, Telegram started to do the same. I have sent them a message but no reply.

FAMILY SHARING

Also another quick question, I have even made an alternative iCloud account and due to struggle with family sharing between two iCloud accounts which I both use, I received email that I can only download songs after 88 days with family sharing. because I moved to second and eventually back to my old iCloud account. Could we kindly assign/sync my first iCloud account to be with family sharing as originally

If possible, if there is an email address or direct line of a tech dept support consultant who will be willing to help and who is very clued-up with hacking etc. so that I can speak directly to the right person and not be moved around depts etc.
