According to iPhone 12 Pro - Technical Specifications the syncing requirements are Windows 7 or better running iTunes 12.10.10 or later, so it should work.

You might try removing and adding iTunes once more, this time taking note of this advice:

When reinstalling right click on the downloaded setup file and use run as administrator. It may also help to temporarily disable any non-Microsoft anti-virus.

If it still doesn't work you might have to consider that it is past time to upgrade to Windows 10.

As noted above:

Your library and device backups should be unaffected by these steps but there are links to backup and recovery advice should it be needed.

You should reinstall iTunes 12.10.10.2 to start with. The only reason for going to an older version might be if you cannot get this one to work correctly for you, however anything older probably won't work with iPhone 12 so that isn't likely to be fruitful.

You're not answering the important question, do you need to restore a backup to your device right now?

You cannot transfer what you have to the cloud. See How to back up your iPhone, iPad, and iPod touch - Apple Support to make new backups in both your computer and iCloud. Making backups in both locations gives you some redundancy in case one doesn't work when you need it.

For general advice see Troubleshooting issues with iTunes for Windows updates.

The steps in the second box are a guide to removing everything related to iTunes and then rebuilding it which is often a good starting point unless the symptoms indicate a more specific approach. When reinstalling right click on the downloaded setup file and use run as administrator. It may also help to temporarily disable any non-Microsoft anti-virus.

Review the other boxes and the list of support documents further down the page in case one of them applies.

The further information area has direct links to the current and recent builds in case you have problems downloading, or want to revert to an older version if the current one won't work properly for you at the moment. Links to the most recent builds are now at the bottom of the page.

Your library and device backups should be unaffected by these steps but there are links to backup and recovery advice should it be needed.

You've gone down two levels rather than one. The folder with the long name inside the Backup folder is a backup set. It will contain lots of individual files and folders.

Is there more than one backup set inside the Backup folder?

Do you need to restore a backup to your device right now, or only make sure that you have a working backup?

Do you have plenty of free space to accomodate a fresh backup?

Can you make a backup to iCloud or do you lack sufficient space there?
