My new iphone said the data transfer from the old is complete,but many apps are still downloading. Should I place the new phone near the old until all the apps are transferred?

No. The apps are not downloading from your old phone. They are downloading from the App Store. You just need to be in range of a good WiFi connection. Even if you leave that, the downloads will continue once you're in range of one again.

Locked the phone, plug to power source and leave it alone so it can finish the transfer.
