When considering the storage size of your iPad, there are a few things to take into consideration. First, how will you be using the device? Will you be storing a lot of files locally on the iPad, or downloading a lot of apps or media such as videos, music, photos? Those are all things you should consider when choosing size. The processor for the higher tier storage will be the same, but the storage would be greater.

Newer iPads with Apple Lightning ports do support the use of external storage devices, but with a HUGE caveat.

Those drives need the use of a special purchased Apple adapter and all drives must be powered by an external drive power source.

Also, get an iOS device with as much internal storage as you can afford because NO iOS has any internal flash memory storage that can be expanded/increased, ever!

FYI,

A 32 GBs iPad has an actual, usable, practical internal data storage space of approx. 20 GBs.

A 128 GBs iPad has an actual, usable, practical internal data storage space of approx. 110 GBs.
