How do we keep our accounts from getting locked?

I am constantly getting notified on my iMac something is wrong with my Apple account and if I'd like to address it. It is always that my account is locked.


Am I being targeted by someone locking my account on purpose?


Seems pretty messed up if so, because that is ruining my user experience and by locking my account and that is the offenders intention, you are allowing it. Aren't there other measures like blocking the offenders IP address after repeated failed attempts?
