When uploading pictures to iCloud from my Laptop they are automatically downloaded on my phone which has very limited storage.
How can I synchronize new pictures both from the phone to iCloud and from iCloud to my phone but not download them on the phone to not use the memory?

You can’t. That’s not how iCloud Photos works. When you use iCloud photos, the images are stored in iCloud and on your phone. iCloud is not off device storage. It is a syncing service. You can optimize storage to save some space on the phone, but you can’t upload photos to the cloud for storage and then remove them from the phone.
