Contacting Card Issuer problem

Dears, recently I want to add/replace my Master card in Apple account, because old had expired. Procedure of adding new stop at Bank verification,.. as I understand a new role for EU,.. where card need to be verified and confirmed by card issuer. From that step I cannot proceed because contacting card issuer step is not working,.. The icon on screen just rotates and waits for confirmation and nothing is happen.

I try to add my VISA and debit card,.. but was faced with the same problem.

Also I found your web article about confirmed banks for AirPay by country, but there are some "exotic" small banks and none of most accepted in the country.

I have two open accounts which now I can not pay, becasue of that issue. One is iTunes Music and second extended space of 50 GB on i Cloud which is going to be closed soon, because of no payment

How to pay and solve that issue ?

Just don't tell me, to change a bank due to credit card support.
