Track Pad too sensitive - Tap to Click vs Hover over a button or link

On my MacBook Air I sometimes hover over a link or a button for a few seconds without clicking and the action will be performed even though I have not yet clicked the track pad.

For example, if I am drafting an email and I accidentally hover over the send button, the email will send even though I haven't finished editing it.

I have enabled "tap to click" in my track pad preferences, but this doesn't resolve the issue.

I have also changed my click preference to Firm but that didn't help either.

Is there a way to disable this hover feature on the track pad?

Half the problem is understanding Apple's terminology. Once upon a time there was click which everyone understood. Double-click and triple-click followed. Then came the iPhone which doesn't click so we tap. Then there was 3D Touch, but that became Haptic Touch, then Force Touch, and now even that's falling out of favor. Now, we don't force, we press. Then, long press... etc.

Maybe hover is next.
